Add a skeleton for a minimal processing plugin #16

The title is quite self explanatory. Today pb_tool provides two kinds of skeleton: one for a minimal plugin and another for a dialog based plugin.

It would be very handy to have a skeleton for a processing algorithm for the toolbox as well.
