Get HM03 surf in Kanto Safari

I get stuck at Safari Area 1, I have already a pokemon with surf but it asks me to have HM03 - Surf, which I don't have it yet, I transfered that pokemon with surf already learned. I know it's an unusual event but if there's a quick fix, it would be nice ;) I worked around it, tested the rest and worked, finished at route 20,
