can't click the submenu when hovering over 質詢人's icon

on this page: http://ly.g0v.tw/debates when you hover over 質詢人's icons, there's a sub menu showing up, but when you try to click the submenu item such as "時間軸" or "wiki", the sub menu will disappear because the mouse leaves that person's icon I think.

I moved the infoCard aka submenu next to 質詢人's icon, and it seems to work.
