Add English presentation of the data #8

Many foreign learners and developpers these days. They already do a lot in the field of stroke order (kanjivg and co), but they often are CJK lovers with limited CJK language capability. As it is important to provide zh-stroke-data opensource project with English friendly :

[x] installation howto
[ ] data presentations and usage <== important as well, what is this data for ?

I think I can begin with the master branch. But I can't give any promise right now.

Data and scripts in develop branch need some cleanup to make sure anyone can get the same data without any hidden knowledge.
