What is the current problem in project?
The rules from 2012 use a new size for the defense area.
Both, drawings on field and internal values for rule checking should be 
considered

What should be achieved with this task?
fit to the current rules

How can it be solved?
find and change values, maybe put values to config file

field size may change in future... should be config file too

Constants and Definitions are replaced by variables...
TODO: add these values to config file
TODO: Timeouts to be added
TODO: rule 19 law 12 --> 200 mm ?
