esri/core/watchUtils #5

Hello,

The watchUtils module doesn't seem to be loading. window.esriBundle.watchUtils is undefined. This may be related to #4 since that module acts the same way. I've tried this both in a custom build and the https://cdn.jsdelivr.net/gh/g3r4n/arcgispack@0.0.27/esri-bundle/bundle.js package.

I'd be willing to help make some edits if you have any thoughts on what might be wrong.
