Visibility capabilities menù availble only for vector layer #854

Subject of the issue

In the list layer of a project the Vibility Capabilities menù is availble only for vector layer and no for raster or OGC layer

In this case the menù have to be available for hide Ledgend and Layer on the TOC

Steps to reproduce

  1. Go here https://dev.g3wsuite.it/it/qdjango/test-db/projects/gestione-alberi/layers/
  2. Try to use the menù for the WMS layer
