Small patch to avoid invalid latitude/longitude/height values incorrectly increasing/corrupting RPTC packet length.

I was tired to see a client trying to connect to my XLX every minute without success for days now... then I did dump his traffic and found the problem, his RPTC packets have a length of 304 bytes (instead of 302) caused by invalid latitude/longitude.
