In WordPress, the TinyMCE editor can show up anywhere. It is most commonly seen in the admin area when creating/editing a post/page, but it can also be seen on some setting pages, themes like OptimizePress make it available on the front end, etc.
The way the file are loaded currently, the button shows up on every instance of the editor, but it doesn't function unless it's on the edit page/post screen.
