Re-encode $_POST data from 1ShoppingCart to UTF-8 #9

There are multiple Amazing System members not based in the United States. As such, the other languages include accented characters.

1ShoppingCart doesn't play nice with them, and the encoding needs changed back to WordPress' standard UTF-8 encoding.

This feature is hand coded into one member's site, so upgrading the plugin will remove the feature. It needs added into the plugin for all.

This is partially implemented in 0.5.0.

The encoding is now enforced when coming back from 1ShoppingCart to the Thank-You page. Accented characters still need to be prepared after submitting the form, but before it reaches 1ShoppingCart so they save correctly for use within Autoresponder messages.
