Swap Custom- and Fancy-permalinks options in Settings #287

This is a "cosmetic" suggestion. I think it would be better having the "Use 
Fancy URLs" checkbox first, above the "Custom Permalink Structure" input. The 
Fancy URLs option is probably used by most people, the custom structure is 
maybe more for advanced users, so I think the reverse order makes more sense.

I have tried by moving line 214 in admin/settings.php 
( <p class="inline" ><input name="prettyurls" ... )
to line 209.
