New menu Manager #350

I'm going to start work on a new menu manager, like the new one on Wordpress. 

Features: 

Multiple menus
Sortable
External MenuLinks
Hooks to allow plugin writers to add there own values

Propose to create a new XML file menus.xml to contain all the data. 

Anything else we need?

Any optimizations like caching the menus would be great considering how often 
they are generated or output.
