debug mode is always on if string in config file is just uncommented

What steps will reproduce the problem?
1. Open gsconfig.conf
2. uncomment #define('GSDEBUG', FALSE); 
3. debug mode is enabled, but the boolean is FALSE not TRUE

What is the expected output? What do you see instead?

i expect that in commented out state it works as defauld - FALSE . in 
uncommented mode it works like i want: if boolean is TRUE - debug mode is on, 
if boolean is false - debug mode is off. But if the string is uncomented - 
nomatter whai the boolean is, debug mode is always on.

What version of the product are you using? On what operating system?
3.1.2 - the latest public stable release from the off. website.

Please provide any additional information below.

Anyway, I think this issue has been fixed in the current dev version.

1. I downloaded it from a website. It's available. It's public. It's popular.
2. Think and be sure a different
PS: Devs or bug-managers should pay more attention to real things except the 
'our latest svn version'. The whole world doesn't revolves around your latest 
releases published somewhere. Just imagine that thousands of people still 
getting 312 version from Website or some  other places it was published on. You 
may try to update more often.

And you do realize that the "latest SVN" means you can go fix it yourself or 
patch it yourself, or that it will be fixed in the next release.
