Create gsconfig.php on install #56

From GetSimple 2.02, gsconfig.php has been renamed to temp.gsconfig.php, so
that when GS is upgraded, the existing config file is not overwritten.

However this can be misleading with a new installation (a user might be
editing the temp file instead of renaming or making a copy).

So I suggest that GS, when being installed, checks if there's a
gsconfig.php -- if not, rename or copy temp.gsconfig.php to gsconfig.php
