Refresh for cohort 016. In addition,

Fix package name. Close #13.
Add tests in JavaScript, Ruby, and Python. Close #11.
Add solutions in JavaScript, Ruby, and Python.
Add a section with a list of test commands for each language.
Add a Python section in .editorconfig.
