Clean up the list of supported SQL functions #128

As discussed on the call today and in #124, we want to clean up the list of supported functions:

[ ] Clarify all functions are optional.
[ ] Make it clear which functions SHOULD be implemented vs. which are more niche.
[ ] Fix broken formatting.
[ ] Clarify what the * means.

Maybe let's add a recommendation to the spec that if you're not proxying a SQL backend or for a different reason don't implement all the functions, you should document which ones you do implement for your implementation.
