Flaky CI builds #38

Our builds occasionally fail with the following message and pass upon restart:

curl: (7) Failed to connect to localhost port 8080: Connection refused

It seems that occasionally Travis gives us a really slow machine and we end up reaching a 45s timeout in oas-validator. oas-validator 1.0.1 has increased timeout, performs busy waiting instead of just sleeping for the given time, and updates env dependencies in Travis, which could possibly lead to a fresher pool of machines.
