Add ELIXIR WES client [#11] #19

The PR includes:

  1. Slight refactoring of WES client runGenericWorkflow method
  2. ELIXIR client with runWorkflow method that runs a simple hashsplitter workflow

@ianfore This PR contains the changes from #18, and additionally an ELIXIR WES client. I've tried to send you an invitation to the ELIXIR slack workspace where some folks at ELIXIR have helped me get this working, in case you want to request access to run against the ELIXIR WES too.

Requested access to the Elixir Slack Workspace Request is pending Elixir's admin review. Slack tells me "You’ll be notified in Slack as soon as that’s done"

Also looking at the changes in parallel.
