Utilize ga4gh-common in scripts/, delete run_tests.py #779

scripts/run_tests.py can be deleted now that ga4gh-common provides the ga4gh_run_tests installable, which provides identical functionality.

scripts/utils.py can be slimmed down using ga4gh-common's utils package.
