Change readthedocs site to new one #1617

I just set up a new RTD site for the server: https://readthedocs.org/projects/ga4gh-server

The old one is here: https://readthedocs.org/dashboard/ga4gh-reference-implementation

When we are sure that the new one is stable, we should delete the old one and change all the links in the docs (if there are any, and for all repositories) to the new link.

Thanks @dcolligan. We should create a doc on the old site that points to the new one. There are a lot of external links that will break if we delete the old one.

I think we need to do the following to close this issue:

[ ] I will contact the GA4GH.org and genomicsandhealth.org web team and get them to move their pointers.
[ ] make this release and we get the "stable" link up
[ ] create a new page for the old RTD site that just has a link to the new site (in case there are other links out there).

This issue was erroneously closed. The old RTD site is still up. We should decide what to do about it.
