Transition SA spec to use the GKS Metaschema Processor #3

The SA spec could benefit from using the GKS metaschema processor. The following tasks need to be completed to accomplish this:

[ ] Convert the current schema using GKS Metaschema Processor YAML
[ ] Define .requirements file for Metaschema Processor (example from VRS)
[ ] Set up the VRS submodule in git (example setup from Cat-VRS)
[ ] Import the GKS Common Lib and VRS (example import statements)
[ ] Create a Makefile to run the processor (example Makefile)
[ ] Build the JSON schema and documentation artifacts
