Prat / Scroll: configuration of lines skipped with mousewheel not working #151

What version of Prat are you using?
r69834

Do you use embedded libraries or standalones?
Standalones (I have a folder for every libary in my Interface\AddOns)

What language/realm type?
German, PvP

What steps will reproduce the problem?
1. Change the mousewheelspeed of the scroll plugin (No matter, wheter if
it's changed in RockConfig, slash command or deuce commander)

What is the expected output? What do you see instead?
The scrolled lines should change, insted i get mouswheel speed is set to
nil, when using the slash command. When using the config, in rock it
reverts to 11 and with deuce commander it reverts to 0.

Please provide any additional information below.
