"Skip Add" button doesn't appear on youtube adds

Description

When youtube goes into an add, the add is unskippable for the full length.

Steps to Reproduce

1. Go to youtube.com without any addblocker
2. Wait until add appears

Actual result:

No additional prompts appear; user has to sit and watch minutes-long add.

Expected result:

Standard "skip add in..." prompts as with other browsers

Reproduces how often:

So far, 100% of the time

Brave version (brave://version info)

Version/Channel Information:

• Can you reproduce this issue with the current release?
• Can you reproduce this issue with the beta channel?
• Can you reproduce this issue with the dev channel?
• Can you reproduce this issue with the nightly channel?

Other Additional Information:

• Does the issue resolve itself when disabling Brave Shields?
• Does the issue resolve itself when disabling Brave Rewards?
• Is the issue reproducible on the latest version of Chrome? No

Miscellaneous Information:

I don't know what brave or channels are, but I did try disabling shields. If this isn't enough info I understand and can dig into it more.

I saw this and honestly I thought YT was just getting greedy, and it worked, I subscribed. I haven't been able to figure out what could've changed here or if they would bother detecting this.. If anyone can find a solid reason why this is happening, let me know.

Starting about 2 weeks ago this has started happening again on youtube. I have tried turning off the shields etc and still no change. Have been using firefox exclusively for youtube lately.
