All apps in ChatterbotAdmin: "Load new file" does not work #2

What steps will reproduce the problem?
1. in Chatterbot, ask a question, wait for the bot's response
2. "Load new file", e.g., the topictree file
3. ask a new question that should yield a different answer given the newly 
loaded topictree file

The bot's answer shows that the old file has not been replaced.
