Graded View Averaging too much

currently:

grades view averages all the grades of all all attempts on all assignments instead of 1 attempt per assignment.

options:

• [ ] select highest graded attempt for averaging
• [ ] select newest graded attempt for averaging
• [ ] select given (by teacher) graded attempt for averaging

this will need to be added to course settings.
