Description

more styling updates, mostly to all the other pages (non dashboard)
page should look at least somewhat decent when resizing browser window due to use of flexbox / grid (including on log a symptom form page!!)
added some more info to footer, changed styling on that
fixed tests that failed due to styling changes (things like referencing class names, etc)

Next up:

welcome page background
use different FDA api logo (white on transparent bkground so it looks good in footer)

pull branch down and run rails s if you want to see changes.. easier to do than upload screenshots
