When deleting a user, re-encrypt the secrets #5

If a user is deleted, but the secrets are not recrypted, the deleted user can still read the original secret.

I fixed a bug that caused the user-encyrypted secrets not to be deleted when a user is deleted.

Closing this - no further action.
