Use-Permissions option does not work. #45

Describe the bug Use-Permissions option in config does not do anything.

To Reproduce Steps to reproduce the behavior: Set Use-Permissions to false. Can't use default commands.

Expected behavior No need to use permissions on default commands if Use-Permissions is set to false.
