Add jq, bc install to Dockerfile #18

Tried to convert HDR10+ to Dolby Vision using the Docker image built from main branch. There were errors regarding jq and bc missing, and the conversion aborted/failed. Adding jq and bc to the docker image fixed the issue.

Thanks but this creates additional sucker layer please make it part of already existing apt get on line 35

Hehe, that is funny because that is what I originally did on my local Dockerfile 😄
