Fixing version number for xPSDesiredStateConfiguration #5

Reformatting the file makes the change look bigger than it is. Actually the only change is as mentioned in the title.

With the update to xPSDesiredStateConfiguration 8.6.0.0 the function Compress-DscResourceModule does not longer work. Since the last version bump a path to the pull server's web.config is required. In order to run the build process also on a non-pull server, compression is not done using standard PowerShell cmdlets.

Please remove the #requires at the top of the file.
