Force a topic on the schedule.

Should be done as a preference. Additional score if the topic is present can work both ways: to force a topic, and to have a topic we prefer to avoid (with a negative score).

Done a bit brutally, with a negative inf score if it is missing. Needs rethinking.

Implemented the more generic version. The purely forced topic can and should be implemented as a real constraint.
