Douglas WaldronI'm not signed in. so it will display for public and private site? this is the footer when not signed in. which link is it?

Tamika Huguley It's not a particular link. That whole thing (everything in your screenshot) is called the "Shared Footer". It shows up at the bottom of all Georgia public websites.

I'm only displaying the shared footer when the user is not logged in. It is only useful to the general public and adds unnecessary overhead for logged-in users.

That's the only thing to test here: is the footer displayed when not logged in? I have no control over the content of the footer; it is generated by code created by Georgia's Digital Services.

shared footer is visible on public site as well as private when user is logged out. does not display in footer when user is logged into private site.
