Douglas Waldron how can I reopen a complaint after closing? I approved it but can't reopen it.

Only a Division Manager can reopen a complaint. Sign it as EPD_IT to test that part.

was able to reopen a complaint. the complaint was then assigned back to Doug. Doug submitted for review to me. reviewer id was updated.

Reopened complaint is set to complaint.Status = ComplaintStatus.UnderInvestigation but reviewer ID is still set. So complaint is sent to staff but staff can't resubmit to reviewer (since it looks like it is not changing).
