Add link to "Cover Page" on internal Complaint Details page #280

EDIT: Change of plans. One "Public" link that shows different page depending on if complaint is closed.

I see the two links. the view public page shows for closed complaints and has the Actions section added. the view public details link is shown for open complaints and doesn't include the Actions section. Would like to test it further once the complaint I assigned you is closed to make sure the link changes

tested my complaint, 84393. the link has changed to view public page and the phone numbers and emails are private in the nature of complaint and other fields.
