Action buttons are visible but page returns "Access Denied" #748

Affects (at least) Assign, Submit for Review, Close, and Return buttons.

Occurs when user is manager but not division manager.

The requirements handler is comparing the current user office to the complaint assigned office, but current user office property is not set.
