GEMA staff are unable to authenticate #810

Message: AADSTS50020: User account '[redacted]' from identity provider https://sts.windows.net/cb7bd255-afe2-41fe-acc1-3254484e732f/ does not exist in tenant 'Georgia Technology Authority' and cannot access the application '059a757d-cd33-4aae-909e-f7df8391973e'(EPD Complaint Tracking System) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.

PR #811 was merged locally and fixed this issue
