597 implement collapsible tables #830

Updated site.css to include styling of collapsible tables from previous website css style. Updated Public Complaint Search, Staff Complaint Search, and Staff Complaint Actions Search page to include data labels on tables.

@tanvirp10 I just noticed that there are a lot of merge conflicts that will be very difficult to resolve. This is because those search pages have changed a lot since you first created this branch. Rather than trying to wrestle with the conflicts, please create a new branch off the latest main branch and redo your changes there. Thanks.
