Create an Excel version of the PA/PN report #1313

Requested by Steve A. via Zendesk:

I would like to request a report/export be generated from the IAIP that includes, in an excel format, the facility information that is inclued on the Air Protection Branch public advisory and public notice report that goes out weekly. I have briefly discussed this with Doug already and he has a good idea of what this requires. If there are any further questions, please contact me.

I have marked it as a high priority because this involves permit coordination between branches and has been asked for by the Director.
