Enforce the FCE creation date #1346

Is there any way to create a popup to warn people that they should not be saving a Full Compliance Evaluation with a date earlier than the actual creation date? The only time anyone should enter an earlier date is if they're creating it after September 30 for the previous Federal Fiscal Year.

After discussing with Sean, the plan is to disable the FCE creation date field and set it to today for FCEs within the current fiscal year or September 30 for FCEs created after the selected fiscal year has ended.

As an additional enhancement, during the first two weeks of October, verify the selected FCE year before proceeding since during that period FCEs are often created for both the current and previous year.
