Duplicate locations are created when importing surveys #225

What steps will reproduce the problem?
1. Export two surveys that share a location.
2. Import the two surveys.
3. Note that two locations are created, one for each survey.

What is the expected output? What do you see instead?
I would expect only one location to be created and for it to be shared among 
the surveys.  It would have to be compared on all fields (especially the 
geometry) to ensure a match, but I think this would be preferable to getting 
duplicates and then being unsure which one to use.
