Need logging and notifications for long running taxon imports #228

Taxonomy imports can take hours due to large amounts of inserts and selects 
during the imports to build relationships between objects, e.g. parent/child 
taxon relations.

Upgrade the version of taxonlib to log import progress and have start/end of 
import emails sent out to the user that initiates the taxonomy import.
