Caching causes problem with maps #241

What steps will reproduce the problem?
1. Use a version of the app with caching on (e.g from the war file)
2. Try and edit a location or view a map.
3. Notice images and edit controls are missing from the map.

What is the expected output? What do you see instead?
The reason is there are images etc. under the /css and /js folders that are not 
being served correctly by the Spring resources servlet due to missing 
configuration.

Please use labels and text to provide additional information.
