May base layer changes on the "Edit Map Settings" page do not affect the visible map #245

What steps will reproduce the problem?
1. Open the Map workflow page on any survey / project.
2. Change the default map base layer.

What is the expected output? What do you see instead?
You would expect the change to be reflected in the map at the top of the page 
but they are not.
(Note that the changes take effect correctly on the survey page).
It would be nice if they were so the user can see what result they will get on 
the survey.

Please use labels and text to provide additional information.

If I had to guess, I'd say this is because although "flattened" versions of the 
layers are created they are not put in the model and the object versions are 
rendered as java identifiers which the script tries to use and gets an error.
