Manage maps doesn't appear to work #255

What steps will reproduce the problem?
1. Add a new map using admin->manage portal->manage maps

What is the expected output? What do you see instead?
The map appears on the contribute menu but doesn't display correctly when 
selected.

Please use labels and text to provide additional information.

Could you provide more information on how the map doesn't display correctly?
What do you expect to see vs what do you see?

When I add one, I get the map link in the menu and a map showing results for 
the project I selected.
