Attribute weightings can overlap between survey, taxon group and census method attributes #286

When creating attributes for any of these parent objects, the attribute 
weightings start at 0 (or 100), I can't remember. 

This normally isn't an issue until we sort AttributeValues on a record by the 
weightings of their owned Attribute objects. It's possible to have multiple 
Attributes with the same weight causing the AttributeValues to be sorted in an 
interleaved fashion instead of being grouped by Attribute owner (i.e. Survey, 
TaxonGroup, CensusMethod).
