User Management - Cannot page to users if more than maximum number allowed for page #307

If there are more registered users than the selected number to display on a 
page, page-by-page navigation is not displayed and therefore the only way to 
get to other users not on the list is to know who they are and perform a search 
for them.

What is the expected output? What do you see instead?
Pagination to be displayed and work correctly.

Note: this appears to vary from portal to portal on the same server. (eg. ALCW 
prod exhibits the issue, whereas wolli prod doesn't - see attached screen shots)
