Enlarge Table link text does not change for sub census method table #310

What steps will reproduce the problem?
1. Go to Admin -> Manage Projects -> Manage Census Methods
2. Edit an existing one or add a new one
3. Click the Enlarge Table link on the Sub Census Methods section.

What is the expected output? What do you see instead?
Note that the link for Enlarge Table still shows, but the text should have 
changed to "Shrink Table".

There is another table on the page with the same link and both were given the 
same id which prevented the text on the second one from being changed.

I changed the id of the second link to allow the text to be modified.
