Auto-zoom to extent on records is not happening when a default zoom level is set for a survey #314

What steps will reproduce the problem?
1. Find a survey that has the map scope set to a particular centroid and zoom 
level.
2. Select to view a record for that survey.
3. Map displays the survey default view rather than zoom to extent with the 
record point location as the centroid. NB. The record point location may be 
outside the default zoom area and is therefore not visible at all. This is very 
confusing to a user.
