Setting the display sequence of taxon groups #332

We need to be able to adjust the default display sequence of taxon groups in 
the field guide so that logical grouping and similar things can be displayed 
together. Some groups such as twitchers can be very pedantic about this. It is 
often difficult/impossible to pre-plan the sequence of groups beforehand, and 
even if this is done, adding one later without being able to adjust the display 
sequence stuffs up the sequencing anyway.

SUGGESTED IMPLEMENTATION
* A numeric sequencing system (editable) be implemented on the Admin>Taxon 
Group Listing page as a GUI to a rank-based preference setting table in the 
Admin>Preferences page. The 2 should work together. 
* Users should not be able to re-use a sequence number that is already used. 
* Sequencing of sub-groups within a parent group should also be accommodated 
using sensible user-oriented logic such as outline numbering methods.
