Improve interface for selecting contribute -> survey. #351

When the number of surveys / projects is large the contribute dropdown becomes 
unwieldy.

Provide an interface to select survey for contribution.

1. User clicks on 'Contribute' top level item.
2. Landing page with paginated surveys.
3. Filter by survey name.

Implement similar look and feel to the my sightings page.
